First Time Offenders Program (FTO)
The First Time Offenders (FTO) program is an education-based training group offered to youth as a consequence for having committed minor offenses. Parents are also included in this training program, which focuses on decision-making, emotional control, substance use, communication, values, and cultural diversity. The program is presented in a format that includes NOYS staff presentations, group discussions, and in-class activities related to program content.
This educational program meets weekly, or as necessary, on a scheduled basis. Referrals to the FTO program come from different sources, although generally they come from law enforcement, Office of Juvenile Affairs (OJA), schools, the court, and/or parents. NOYS has assigned counseling staff to assist the municipal court and Office of Juvenile Affairs to work with youthful offenders to prevent further involvement with the criminal justice system. A counselor attends each session of the Ponca City Municipal Court to take referrals for counseling or education classes for at-risk youth.
